Division of Administration BRASS BRASS is the primary Operating Budget Development System utilized by Division of Administration – Office of Planning and Budget (OPB) to develop the operating budget, House Bill 1 (HB1), for the State.   *NOTE: LaGov Capital Budget is a potential replacement for BRASS. In-Progress 4 - Devastating Impact While not directly impacting revenue, BRASS, BDS and other applications like BRASS all exist to develop the Budget for the State of Louisiana - House Bill 1 (Operating Budget) and House Bill 2 (Capital Outlay Budget). So while revenue is not directly impacted, the State could not function without a legislatively passed and Governor signed budget for the upcoming budget fiscal year. The economic impact of a shutdown of State government is difficult to quantify, but certainly significant. While the revenue side of the ledger is not directly impacted, the expense side would be, since without capital outlay expenditures, buildings could collapse. Complete 1 - Low Impact Currently there are no state governmental fees directly collected through Louisiana.gov. It is possible that other state departments and agencies that collect fees may indirectly experience a decline in collection of funds if Louisiana.gov became inaccessible to the extent that citizens and businesses utilize Louisiana.gov to locate state department websites and tools that are used for direct collection of state funds. However, given that the websites and tools for collection of funds do operate independently from Louisiana.gov, it is not possible to quantify if other departments or agencies would experience a decline in fund collection or the potential amount that potential decline. Louisiana.gov is the official website for the state of Louisiana. Louisiana.gov serves as a single portal to help citizens and businesses locate services across all three branches of government. The portal includes access to the contact information and/or websites for all state departments, agencies, licensing entities, boards, commissions, legislative bodies, and court systems. The site also provides information related to state demographics, travel and tourism, doing business in Louisiana, news, public meeting notices, and available state services. In times of emergency, Louisiana.gov acts as an adjunct to emergency.la.gov to help provide information related to emergency services such as evacuation routes, sheltering information, disaster unemployment, disaster food stamps, and other governmental emergency functions and information. If the Louisiana.gov website were to experience a prolonged outage it would reflect poorly on the State of Louisiana and hinder the ability of people and businesses to interact with state government. Utilized by FPC to for development of House Bill 2 (HB2), tracking of amendments, submission and workflow of funded CO requests, and interface to ERP systems to grant budget authority for expenditures.   *NOTE: LaGov Capital Budget replaced BDS.
